Relationship

I'm feeling desperate in my relationship.
My boyfriend doesn't seem to be doing anything in the relationship. All we have done, which I started is: Hold Hands, Hug and kiss each other on the cheek. The hugs are short, the kisses are as brief as ever and i start everything. All my boyfriend did was tell me he liked me. AND that's not it! He has restrictions on everything! Sometimes, i just want to break up with him. But, I can't because I'd be heartbroken AND He doesn't want to break up either. When he told me he liked me, he claims that he just wanted to let me know. But NOW, he wants the relationship. What should I Do?

Accept him the way he is, or leave him. Do not expect him to change.
