Pre teen inapproriate behavior

My great neice is a snoop. She'll be 11 end of Oct. She found diapers in her grandmother's guest bathroom. She put one on and pooped in it.She wrapped an entire roll of toilet tissue around it and put it in the waste basket. Dog sniffed it out. That's how my sister found it.

And last summer at the beach an adult would not play with her, so she kicked sand on her and in her face.

What do we do????
