Read this article about different kinds of narcotics.

Some drugs can be either a medicine and a narcotic, depending on how it is used, and why.

All illegal drugs are narcotic, so since cannabis is illegal, it is a narcotic.

Hard drugs are drug which rapidly cause a strong dependence with strong abstinence symptoms when you stop using them, like cocaine and heroin.
