There is a little boy, age 11, that over the past 4 years, we have noticed personality changes. For instance, he tends to have temper tantrums usually a 2 or 3 year old would have, that includes screaming for hours, banging his head into the wall and destroying things. Now we have been told that he was trying to get his 8 year old sister to touch him.
Are these signs of child abuse and what should we do if his mom refuses to get him help?
Please help.

In Sweden you would report this to the social services. If the parents do not manage their children responsibly, the social services might take appropriate action.
