Hi... I quit smoking again recently (I smoked for 17 years) and for the second time (same thing happened last year) I had a kind of mental breakdown that involved a really massive argument with a neighbour. Do you know anything about this? I am really shocked at my own behaviour. I've been off cigarettes for about 1 month or so, I'm not really sure how long.

Your mental break down is probably a result of quitting smoking. Ask your neighbour to forgive you and explain that you just quit smoking.
It will get better with time.
